Socks and sandals are a classic fashion faux-pas that seem to be prevalent in people of a certain age, which being too young or too old to care about how they look.
Wearing socks with sandals is not just a disasterous garment error, but is also totally illogical and here's why.
Socks are designed to keep the feet warm, help draw moisture from the feet and to provide comfort while wearing shoes or other footwear.
Sandals, though, are designed to cool the feet and allow moisture to evaporate and are generally worn in the warmer climates.
So as you can see, it's totally illogical to wear something that's meant to keep your feet warm along with something that's meant to keep them cool. You might as well piss into the wind for all the good either item does for you.
The only real idea I have is that people who wish to wear sandals for their cooling properties find them uncomfortable and ease this discomfort using the sock, deciding that the enclosure of the foot provided by the sock isn't as extreme as that provided by the shoe; it's possible that they spend so long considering this, they look at the time and leave with their socks and sandals on before considering that they look like a complete cunt.
Regardless of their reasons, people who wear socks with sandals should be singled out and persecuted, possibly even ostricised from society since their perception of self-imagae is clearly flawed.
If you see someone wearing socks with sandals on the street, point at them, laugh heartily and invite others to do so, mock them until they run away, crying. Next time you see them, they'll either flee in dispair or simply not be wearing socks. Or sandals. And you will know, only then, that you have performed a service to the world.
